COSTA RICA: Arí­as's presidential bid threatens stability

As Costa Rica's reputation for transparency suffered last year following a series of scandals, so its comparatively rare tradition, at least regionally, of constitutional stability is also under threat over the issue of presidential re-election. The catalyst for this potential crisis has been the decision of former president Oscar Arí­as (1986-1990), best known outside Costa Rica as a Nobel Peace prize winner, to run for the presidency again in 2006.
